best way to contribute a new driver

Hi,

I've written a driver for the Phillips Windows Media Center remote + IR
transciever (at the moment it supports receive only). It's working
reasonably well at the moment, and i'd like to submit it so it can be added
to CVS, but dont know the best way. Should I just mail a zip or tgz with the
.c, the Makefile.am, and a diff for setup.data ?
