I am running mythtv on Ubuntu Feisty, using the
package lirc-modules, which I says it is 0.8.1 +
cvs20070310-0ubuntu2 + 2.6.20-16.31. I am using the
basic homebrew serial receiver and transmitter
directly off the COM port (no external power). My TV
tuner is an AVerMedia A180, which uses the saa7134-dvb
Whenever I do an irsend command, my tv tuner (ATSC
over the air video) loses data, which results in a
momentarily corrupted picture and/or blips in the
audio. This happens in both mythtv and mplayer.
Receiving IR signals does not cause this to happen.
Originally I thought that maybe it was just an
interference thing, but it happens even if I unplug
the COM port, therefore it is software related. I
tried changing the IRQ and port of the COM port to see
if it was IRQ related, and that made no difference. I
tried running with a nice -19, but that made no
difference. Is there some setting I'm missing in
configuration to tell irsend to play more nicely?

No, you would need to use other transmit hardware.
