What remote? The zilog-driven receivers only support a very limit IR command

The Remote that have no response are (Direct TV remote H24-100; Sony TV remote RMT-B107A; SAMSUNG remote AK59-00104R ...).
Only this remote (PHILIPS DVD player DVP-5990 Remote) have few button (CH+/CH- VOL+/VOL-) work, but all the other button (ex:KEY0-9; UP/Down LEFT/RIGHT) do not have any response.
I'm trying to generate configuration for different remote and added to /etc/lirc/lircd.conf, so that I can control different devices later.

The zilog-driven transmitters don't work with raw IR, they use a lookup table
of known codes. You can *only* transmit what's in the 'blaster' remote config,
and what you pass in is an index value that is looked up in the 'firmware',
after which the IR code that value maps to is transmitted.

Not quite sure what do you mean : "can *only* transmit what's in the 'blaster' remote config,"

I do have following in the  lircd.conf

  name  Hauppauge
  bits           13
  flags SHIFT_ENC
  eps            30
  aeps          100

  one           950   830
  zero          950   830
  plead         960
  gap          89584
  repeat_bit      2

      begin codes
          TV                       0x000000000000100F
          RADIO                    0x000000000000100C
          FULL_SCREEN              0x000000000000102E
          CH+                      0x0000000000001020
          CH-                      0x0000000000001021

When I do:
irsend SEND_ONCE Hauppauge CH+
Does the above suppose be the "lookup table" to get the code?

If Hauppauge HVR-1600 can irsend to "blaster" only, beside HVR-1600, Which hardware or board do I need in order to use irsend to other remote name?

I've ever use the irsend script "send_power_new" to scan any response for different device, seems only the satellite (Derict H24-100/Dish) DVR device working, but the DVD/Blue-Ray Player (ex: Philips DVP5992) do not have any response.
Is that mean Hauppauge HVR-1600 blaster irsend only support satellite/cable box? not for any DVD/Blue-Ray/TV?
if not, again, what kind of hardware or board do I need in order to make all kinds of divice response?

Thanks for any input!
