does its job perfectly, but
xsetwacom set pad Button1 "core key meta f2"
seems not to do anything.

Sorry for my late answer, but I must have missed the last update to bug #2499193.
So 5min ago I tested linuxwacom-0.8.4_p1 under Gentoo and the problem persists:
$ xsetwacom set pad Button1 "core key meta t"
pressing button 1 just outputs a 't' instead of triggering the shortcut action bound to win+t.
