I'm sorry but I can't understand this.

Should I update my gcc+glibc for ABI change, and rebuild CVS kernel,
glibc, other libraries, and all userland programs?

Or

Should I update my gcc+glibc for ABI change, and rebuild CVS kernel,
glibc and other libraries, but NOT userland programs?

Or

ABI change is not needed for CVS kernel and glibc?
