[linuxsh-dev] sti and cli

Dear Niibe-san,

I was comparing sti and cli in Linux for different architectures . I found
that for SH it is little bit longer , can we reduce some steps in it and
make it more efficient.

same story with __save_flags and __save_and_cli .
