Now, I've tried SolutionEngine SH-4.  I don't see any issue with SH-4,
although the chips seem to be same, labeled "(N)S9742AF DP83902 AVJG".
(The bus clock is 66MHz)

I don't know why it only occurs on SH-3 (The bus clock is 33MHz).  On
SH-3, without the magic, the transfer rate of FTP is about 1KByte/s,
becaus of so many stall.
