As long as you have a commercial license of QT3/Windows. Otherwise I think
you'd need a Cygwin/XServer enviroment to run it. I can't really tell what the 
status of the GPLed native Win32 port of QT3 is (see http://kde-cygwin.sourceforge.net/qt3-win32)
