It's not possible to set the quota from commandline!
Why are you using vi ?

I do not want to setup quotas MANUALLY with vi.
I wish to setup them in SCRIPT, different numbers for
different users and groups.

edquota -u username1 -hardinodes=1000 -
softinodes=1500 -hardlimit=10000 -softlimit=10000

edquota -u username2 -hardinodes=1001 -
softinodes=1504 -hardlimit=10100 -softlimit=105000

Do you understand?
All programs in Linux are cool because they accept
parameters from commandline. Your quota is bad, it
doesn't accept any parameters, one have to edit some
temporary file and then some crazy parser needs to
parse vi-edited textfile. This is stupid. Think about that.

    That is exactly why there is setquota(8) utility. Please
    look at the manpages before you rant...
