#136 "quota" command does not ignore NFS mount points without quotas

I was reported that "quota" command started to report errors when there is an NFS file system mounted that has running rquotad service but quotas are not enabled. The previous and expected behavior is that the command ignores file systems without quotas. Both local and remote ones.

I located the regression in 4cd287f3fa3838a31eb6636366f8ce26ee6e1425 commit. An attached patch reverts the offending part and fixes the behavior for me.
