This is 35 seconds, or the UTC-TAI offset.

Can you show us the phc2sys command line?

Are you using the Intel i210?

Can you monitor the TIME_PROPERTIES_DATA_SET?
For example:

   watch 'pmc -b 0 -u "get TIME_PROPERTIES_DATA_SET"'
