The serif at U+0265 Latin Small Letter Turned H are just as if the character was rotated. This is exactly the way the IPA defines this character.
But someone may also use this character in word since it is used in some languages as well. The serifs are missplaced for this use.
The Unicode description is Latin Small Letter Turned H and not IPA Symbol Labialized Palatal Approximant; why not place the serifs like at a normal Latin letter?
I made PNG files for you to see the difference. You probaly have to see this in a text to notice the effect.
