Modifier letters behaving as combining

In the IPA Extensions block, three characters that should be modifying (spacing) letters currently behave like combining diacritics (appearing below the preceding character). They are:
U+02F1 Modifier letter low left arrowhead
U+02F2 Modifier letter low right arrowhead
U+02F3 Modifier letter low ring
The following fonts are affected:
Linux Libertine (Regular)
Linux Libertine (Bold)
Linux Libertine (Italic)
Linux Libertine (Bold Italic)
Linux Libertine Display (Regular)
Linux Libertine Slanted (Slanted)
Linux Libertine Slanted (Bold Slanted)
(The other Linux Libertine fonts do not contain the characters in question.)
