In Linux Biolinum, U+0312 COMBINING TURNED COMMA ABOVE is positioned in the same place after every letter: too far to the right in almost all cases, often overlapping the letter. Some more popular accents at least try to pick a letter-dependant position (with varying success), so I suspect that U+0312 does not have some properties set like other accents have.

In Linux Libertine Mono it has a similar problem which results in double spacing of all letters with U+0312, as if it was not a combining character, unlike more popular accents which look better.

In Linux Libertine there is no problem specific to U+0312.
