#250 ch and ck ligatures are not activated by +liga as advertised
Both the Libertine website and accompanying documentation PDFs advertise c_h and c_k as standard ligatures, but an examination of the GSUB tables in Linux Libertine O (5.3.0) show that c_h and c_k are not activated by the Standard Ligatures (liga) feature, but instead are activated by the Discretionary Ligatures feature (dlig), which also ligates t_z into ꜩ.
Expected behavior: c_h and c_k are standard ligatures enabled by the liga feature, as advertised, and the t_z ligature is enabled by the dlig feature.
