Usually the BIOS has a setting for this - something along the lines of "Fail on all but keyboard" - Ie. if the keyboard is not present, don;t fail the boot process. If it happens to be a Compaq, it may be more difficult, but there are ways - post again if the BIOS solution doesn;t cut it.
