Once again, it's more a matter of how Sega had to deal with the heat from the CPU than of your Dreamcast melting down, I believe. General rules should apply: don't cover the DC, and provide ample room on all sides to let the air flow. The webserver thing was on my project list at some point, at least for a try. From what I can see, the major problem would probably be the life expectancy of the CD drive, which is a weak point if you're in my situation: no broadband adapter (never hear of it anywhere I asked), thus no NFS mounting, therefore all data on CD.
