I had this exactly same problem, it took me a a couple days to finally
figure out what was happening.  The NFS root was being mounted but then
the way I had it setup the network interface was going and grabbing
another IP address which caused the root to be remounted readonly.  I
disabled the network configuration in /etc/network/interfaces and then
it worked fine.
