If by this you mean browse the web using the DC, then yes, you can.
The only browser I am aware of at the moment is lynx (text based) - previous
attempts to port Konqueror/E have failed, but I am sure it is only a matter
of time before a browser is ported, as the team that is working on this
project is quite small but is active.
Telnet can be done routinely if you have the software. I am working on an IRC
client right this very minute (download in progress), though cannot promise
it is yet going to work.
