VT switch - console DOS-Attack??

Dear all,

is there any known "best solution"(TM) to disable console switching under 
linux.
Background: any user, even remote user, can use X11 to switch console 
distracting "real user" on "real console".
Not to say that there exist some other console tools, like chvt & co.

Please cc me since I'm not on the list.
