I don't know how to, as I don't have knowledge of MPEG decoding, and
the card I own can't do it anyway (maybe It can, but I don't have
the docs, are Formac redirect me to 3Dlabs and 3Dlabs doesn't
answer my mail - I thought things were going well when they
suddenly stopped to answer my mail...)

Anyway, I'm not sure adding all and every possible features
to the FB driver will be seen kindly by those-in-charge
(aka Linus T. and maybe Alan C.) I'm not even sure they'll
agree on video overlay...
