It could be per keyboard, or per input group (focus).
KGI handles key translations per focus, so that several devices 
(keyboard, numpad) _can_ have the same translations.
Of course there _may_ be device dependent translations too.
This gives a per-focus consistent keymap. More details in the
KGI documentation to come.
