remove traces of old FTP download feature

force configure to substitute new vars

replace obsolete path

enabled post-actions to update binaries path on target systems for those skipped during configure

fixing syntax errors just introduced

since you can now skip checks, had to augment post-actions to fix up

Use 2 other configure option to avoid checks at configure time

- Avoid using the 'use' keyword at start of messages as it confuses the tool used in some RPMs base distro to compute the perl dependency list (seen on RHEL4)
- remove perl-CGI as a fixed dependency for all RPMs based distro. Recent distro (RHEL4 and upper) do not need it. Will have to add it on a case by case need later on

Addition of eulas for pb of NLD + a pbinit missing for opensuse

Do not check also for deb packages
