Just to get a response on record (for mailing list archives), I feel
LinuxCOE has to start out as a 'Cathedral' type development model, at
least for System Designer.   Once the code is a little better commented,
the inner workings and API's a little better documented, I see no reason
not to move towards the bazaar.

However, with System Designer's 'Monolithic Perl' roots, it really
doesn't lend itself to the bazaar method well.  Bizarre, maybe!
