Either of these enumerated lists can be expanded over time.  Key
requirement is the "multiple" phrasing.

Only items 1, 2, and 4 are on the current list.

The minimum is Set #1, and if the current Patch/Package management
toolset is retained/enhanced, Set #2 (or even an expanded version)
is easy to implement and provide.
