yum.conf is used directly by LinuxCOE to add content.
It would be better to create a linuxCOE.conf file under /etc/yum.repo.d containing what linuxCOE wants to add. Also makes packaging easier, as well as updates, and do not mess with a file belonging to another package.

I've been thinking about this, and think I might have a more sane methodology to configure yum. I'll start on it soon.
