GPL'd DV codec now available

Developers at the Systems Software Lab of the Oregon Graduate Institute
are happy to announce the availability of the Quasar DV Codec (libdv), the
first complete GPL'd DV decoder.  libdv will currently fully decode NTSC
video and display to screen via Gtk.  PAL and audio aren't supported yet,
but aren't too hard to do.

The project can be found at http://libdv.sourceforge.net/.  Sources are
available from CVS only for now.
