It doesn't seem to come out of bus reset.  Since this is the first thing
that needs interrupts, it's very probably the interrupts that don't seem
to work.

'lspci -v' would be more informative (especially wrt interrupt
assignments).

Anyway, my standard suggestion is to check the BIOS for a "PNP OS
installed" or similar option and set it to "no".  That often does the
trick.
