[linux-vrf-core] Add default vrf to process

I am investigating adding code to assign a default vrf to a process.

Each process would initially start in vrf 0.  The socket creation code would be
modified to set the socket vrf to current->default_vrf instead of 0.

I hesitate to add yet another set of system calls for this simple function and
am leaning toward a /proc interface.

Please comment.
