Clean up arch/vax/Makefile.  A lot of old, redundant or deprecated stuff
has been removed.  arch/vax/boot/Makefile now follows the regular
pattern.  Dependencies are calculated correctly for boot/* as well.
defconfig now enables CONFIG_VAX_LANCE.
