Software Resources International publish a VAX emulator called CHARON-VAX
that emulates a MicroVAX-II with a sub-type of 0.  They call it a KA630,
but it's not a perfect emulation...

This change adds preliminary support for CHARON-VAX.  Unfortunately it
crashes as soon as we try to set SBR (system page table base register).
