Directly support atapi w/o ide-scsi

The current versions of mkudffs and cdrwtool only seem to
support scsi drives. I tried them on an ATAPI-device
with kernel 2.6 and both programs did not do anything.
I think it would be good if ide-scsi is not mandatory
anymore as also all major cd writing programs
(cdrecord, cdrdao) do not depend on it in their most
recent versions.
