#3 New way to service and request Pipe Advertisements

Currently the mechanism used to request pipe
advertisements from peers is far from optimal. In fact we
are just assuming pipe advertisements that are
associated with peers based on their peername. This is
archtecturally bad, as we may try to open a pipe to a
non existent peer or pipe. This mechanism should be
redesigned as done in: hello-0.0.3.tar.gz
