Using the new driver, yes. It supports overwriting exising files which
doesn't sound much, but is enough to loopback mount a file, create a
filesystem in the file and then mount it.
It has been tested by quite a few people and no problems have been
reported.

To deal with large files/devices you need to make sure that "large file
support" is compiled in. It's quite simple and explained here:

That should be OK as long as mke2fs only changes the inside of the file.
For example, if it tried to update the timestamp of the file, it would
fail.

time, so progress is often quite slow.

Hopefully not. The driver gets packaged up each time we find a bug,
so you shouldn't have to wait long.
