This happens if you want to squeeze the filesystem too much, that is too close
to the theoretical minimum.
Just free a bit less space and it will work fine. For example if you want to
resize to 8000 MB then resize to 8500 MB instead.
Sometimes defragmenting NTFS may also improve to squeeze the filesystem close
to the theoretical minimum (what a very bad idea because Windows needs some
free space to boot).
