Yes, ntfslcone is availiable on several Live CD's. The most often upated ones
are SystemRescueCD (Gentoo based) and R.I.P:

I would recommend SystemRescueCD because it has fast release cycles, very good
support and the author is responsive. The current 0.2.13 release candinate (soon
to be released, see web page) has the always recommended, latest version ntfsclone
(now ntfsprogs 1.9.1). You can donwload that also from the above page.
On the other hand, RIP author answered none of my 4-6 emails I've sent him and
sometimes, for whatever reason, it includes the code in development, not stable
releases so it's pretty dangerous to use.
