I'm no expert, but non of them answered, so I'll take a shot.
First of all: vfat does not care about the charset as ntfs, mostly since chars
are stored in ntfs as unicode, while in fat as standard single-byte chars.
so vfat needs to know how to represent a smaller set with a one at least the
same size, while ntfs does the opposite.
Second, and more relevent:
Why just not to use utf8 if it works?
