Would that really be useful ? And that would only sort heads on a board, not boards, as you can't guess which PCI bus/device should be the first head... Thinking of it, one could even build a board with the first head on the highest-number function... Honestly, if the 'pciid' trick works for you, I don't think I'll add the sorting.
