I don't think I've ever seen a true 16x16 font. Once you get bigger than 8x8 you tend to reserve more room for the descent (the space below the baseline for chars like 'g', etc.) which results in non-square char boxes. You could use xmbdfed to create a font or modify one. I have a patched xmbdfed to export to a .c file at home. I can try to dig it up...
