If this is the consensus wouldn't it be a good idea to shut the users list down and point to the devel mailing list to avoid misleading anyone? (perhaps -announce too?) I was subscribed to a mailing list of this project: http://sourceforge.net/projects/rt2400/ until they decided to move away from sourceforge and in this process shut the mailing lists they had there down. Other than asking davem for a new vger mailing list, what do you plan to do? Did you plan to auto-subscribe people to the new list?
