Eh.. is helps if the LAT services are started on the VMS system which I was trying to connect to! After I started this service I could connect after a while. I have removed the decnet installation from the Ubuntu since it was not needed, and I use the lat "llogin" instead. Terminal connection to VMS and all other networking is working fine.
