The system is doing a SET TERM/INQUIRE .  This happens to me as well. 
The two likely places to check are:

 - SYS$MANAGER:SYLOGIN.COM
 - The username's LOGIN.COM file

If you're connecting to a production system, be careful.  The LAT 
client doesn't have this problem, by the way...
