So the installation on RedHat varies considerably from Debian (where DECnet is part of the distribution). You probably need to "echo 5.400 > /proc/sys/net/decnet/node_address" after that you should start to see the otehr DECnet nodes appearing in /proc/net/decnet_neigh.
