[Linux-decnet-user] dapfs for kernel 2.4.0

Eduardo had ported dapfs to the 2.4.0 kernel so that is now available for
download from the usual place http://linux-decnet.sourceforge.net/download.html

I've also made a small modification to it so it will patch 2.4.1 too - that is
available seperately.
