we need to find the path to linux/atmsap.h as understood by your cross
compiler.  this might not be /usr/include

qgen runs in the local build environment.  there isnt a good well knwon
solution for this one as far as i know.  if the user passed in CFLAGS
i suspect he meant it for the cross compiler, not the local compiler
i need to build this program.
