Removed a bunch of inappropriate "executable" tags from non-trunk paths

Updated Python module to build against Python 3 (Python 2.7 still OK, too)

Updated kernel driver to build against kernel 5.6 and use PARPORT if available
Limited testing as my command station seems to have died...

Minor tweaks in Eagle version of original command station - changed fuse
type and programming track sense resistor to more closely match what I
originally built.

Oops - missed these files from the last commit!

"Converted" the original Seetrax Ranger command station design to Eagle
(by re-drawing it based on a print-out!)
This is probably a dead-end, though

Updated to build on a recent system with kernel>2.6 and GCC>4
Converted /proc/dccstat to use seq_file method
Device names adjusted to cope with UDEV no longer being able to set them
Attempts at some error handling
- don't lock up the kernel if the command station doesn't ACK
- Report this as an error, pass to Python code as an exception
Better diagnostics on XTC file read failure (exceptions!)
Crude handling of crossings (declared as "turnout" in XTC)

Added some files that were missed from the initial commit
Set some useful svn:ignore properties

Removed some stray "svn:executable" properties

Updated GPSim module library (for firmware testing) to build against current
version of GPSim
