No, linknx can't scan the bus for new addresses. And even if it was possible, it would learn the list of existing group addresses but not the data type. The data type is never transmitted on the bus. It's only known by the commissioning software (i.e. ETS). If you don't have the configuration information, then you will only be able to guess that information.
If you still want to do it, you should be able to do it with eibd command line tools (groupread, grouplisten, knxread, knxsread, vbusmonitor, ...)
