hmm, and I know nobody using WLC and coding on windows :(

did you try make -f Makefile.dist (sometimes also known as Makefile.cvs)? :)
That one is meant to create configure.in and configure from that 
configure.in.in file. Don't ask me how all this actually works, I'm not 
automake/autoconf-guru either.
