#20 Commas and decimal points

Lincity internationalization code doesn't respect
locale-specific decimalization of numbers. For
example, as explained by A. Decorte: It should be
possible also to change the format of the numbers: in
the screenshot you see '27,197'; in Italy we usually
write '27197' or '27.197', the comma has a different
meaning.
