hey all--

lightningbug v1.9 has been tagged.  The changes are:

 0) Dan Check's nifty overhaul of the configuration files -- you'll
    need to modify config.inc.php to complete the upgrade!

 1) A vetter can now claim an escalated post as their own
    responsibility without immediately deciding what to do it.  This
    de-escalates the listing, and adds it to the vetter's assigned
    listings.  It shows up as a possible extra action for escalated
    listings in the vetting view.

 2) Each board now has a setting about what to do when a post author
    responds to a req_info request.  The default is the same behavior
    as usual: assign to the current "slacker vetter" for the pool.
    But now there's also a choice to have LB assign it back to the
    vetter who requested more info in the first place.

 3) There are some minor database changes needed to support items 1
    and 2.
